If I'm not wrong... Delmon International Hotel is the most convenient in this range. It's simple to reach it, being in the centre of Manama (Government Ave) and the conditions are good. Best rooms are those on the2-nd floor, reserved for women and families. Prices for sr/dr are BD30/35 and for a lunch at the restaurant around BD5.
